Roshelle Harmer serves as a Manager, Renewable Energy at Monarch Private Capital. In this role, she identifies market opportunities that advance clean energy initiatives in local communities while delivering strong returns for Monarch’s investors. Roshelle’s primary responsibilities include sourcing and closing complex deals by effectively negotiating, structuring, and executing tax equity transactions.
Before joining Monarch, Roshelle dedicated over thirteen years to supporting federal energy infrastructure finance programs. Most recently, she worked as an attorney in the General Counsel’s office at the Department of Energy (DOE), where she advised various DOE programs on construction labor law issues. She played a pivotal role as a key advisor to the DOE’s Loan Programs Office (LPO), addressing prevailing wage matters for multi-billion-dollar clean energy infrastructure loans financed through the Bipartisan Infrastructure Law and the Inflation Reduction Act.
Earlier in her tenure at the DOE, Roshelle served as the Deputy Program Manager for LPO’s professional services contractor team and as a Compliance Officer for the Portfolio Management Division. Her work extended to the Department of the Army’s Office of Energy Initiatives, where she analyzed legal and regulatory landscapes for potential renewable energy projects on or near Army bases across the continental United States.
